The FISA Council looked at the major principles – excellence, universality and gender equity – and the resulting qualification system is a balance of these principles.

The main changes include:

  • At the Continental Qualification Regattas the number of boats which each country can qualify will be limited to one women's boat and one men's boat from the four boat classes – men's single sculls, women's single sculls, lightweight men's double sculls and lightweight women's double sculls. This restriction will also apply to these four events at the Final Olympic Qualification Regatta.
     
  • Member federations of Oceania (except New Zealand and Australia) may seek qualification through the Asia/Oceania Continental Qualification Regatta. At this regatta the number of boats qualifying in both the men's and women's single sculls has been increased by one.
     
  • The qualification system for Rio 2016 will guarantee that the number of females participating will increase to 40 per cent (from 36 per cent). To achieve this the number of boats for women has been increased in the women's single, pair, double and lightweight double. To accommodate these increases, the number of boats for men has been reduced in the men's single, quadruple sculls and eight.

 
The proposal will be submitted to the International Olympic Committee on 15 December 2013.
 
National Federations are able to make comments or suggestions are until 12 December 2013.
