The 2013 World Rowing Junior Championships will serve as the main opportunity for performance-based qualification for the 2014 Youth Olympic Games.

It is the NOC that qualifies the places, not the actual athletes who participate in the event. The NOC may therefore enter different rowers in the 2014 Youth Olympic Games from those that qualified the crew at the 2013 World Rowing Junior Championships.

Additionally, there will be three Continental Qualification Regattas (Asia, Africa and Latin America).
