Update on Russian rowers

This statement includes two updates:

1. First update (midday CET): FISA confirms that the 17 Russian rowers determined by FISA to not have undergone a sufficient number of anti-doping tests analysed in a WADA Accredited laboratory over the past 18 months, “in order to ensure a level playing field” in rowing, have filed a an application for a “stay of the execution of the  [FISA] decision challenged” with the Ad Hoc Division of the Court of Arbitration for Sport in Rio de Janeiro. A hearing in front of three arbitrators is scheduled for 14:30 hrs Rio time today, 2 August 2016. As more information becomes available, updates will be posted. It should be confirmed that any decision does not affect the status of the new crews that have taken up the lost quota positions.

2. Second update (midnight CET):

FISA today appeared at the Court of Arbitration for Sport to participate at a hearing at which FISA’s decision that 17 Russian rowers did not meet the IOC requirement “to carry out an individual analysis of each athlete’s anti-doping record, taking into account only reliable adequate international tests and the specificities of the athlete’s sport and its rules, in order to ensure a level playing field.“ The Court has just announced that the FISA decision stands and the appeal is dismissed.

However, FISA confirms that two more appeals have been lodged by the Russian Rowing Federation on the cases of the one Russian rower considered ineligible by the IOC for implication in the McLaren report and the other case is for the two Russian rowers considered ineligible by the IOC for previous anti-doping code violations. These hearings will take place at 11:00 hrs Rio time on 3 August 2016.

The hearings took place at 11:00 hrs Rio time on 3 August 2016. FISA is still awaiting the decision from CAS and will post an updated article when the decision has been made.
