Following the Bipartite submissions by the National Paralympic Committees (NPC), the applications where reviewed and evaluated based on criteria that is determined by the International Paralympic Committee (IPC) and World Rowing. One of the main criteria was performance where all selected crews had a performance above 80% of the World Best Time for the allocation of the final spots for Para Rowing at the Paris 2024 Paralympic Games.

The Bipartite Commission Invitation allocation has offered positions to Spain and Korea in the PR3 Mixed Coxed Four, to Thailand in the PR3 Mixed Double Sculls and Turkiye in the PR2 Mixed Double Sculls. Additionally and due to the reallocation process as per the Paralympic Games qualification regulations, the PR1 Women’s single sculls and the PR3 Mixed double sculls quota places from the Americas and European Continental qualification regattas respectively were allocated via the Bipartite Commission to Sweden ( PR1 W1x), and Brazil (PR3 Mix2x).

Subsequently, following a protest from the Classification Advisory Panel (CAP), the PR1 W1x athlete from Germany has been reclassified from PR1 to PR2 sport class and is therefore no longer eligible to race in the PR1 at the Paralympic Games in Paris. Based on this, Germany has therefore declined the quota place obtained at the 2023 World Rowing Championships in Belgrade, Serbia, in the PR1 women’s single sculls. Following the Paris 2024 Paralympic Games’ qualification regulations, the quota has been reallocated to the next highest ranked boat from that event who has not already qualified for the Paralympic Games – the Netherlands, which also declined the spot. The quota has then been reallocated to Argentina, who accepted it.

The addition of Turkiye, Thailand, Sweden and Argentina means that four more countries will be competing in para-rowing at the Paralympic Games bringing the total number of countries to 29. Host nation France has the highest representation with a boat in all five of the para-rowing events offered. These events are the PR1 Men’s Single Sculls (PR1 M1x), PR1 Women’s Single Sculls (PR1 W1x), PR2 Mixed Double Sculls (PR2 Mix2x), PR3 Mixed Coxed Four (PR3 Mix4+), and the PR3 Mixed Double Sculls (PR3 Mix2x), which is making its debut in the Paralympic programme this year.

The total number of rowers at the Paris 2024 Paralympic Games is now allocated: a total of 104 athletes (excluding coxswains) in five different classes of boats for a total of 54 boats.

The process of selection for the Paralympic Games began at last year’s World Rowing Championships in Belgrade, Serbia, then continued on with Continental qualification regattas in each continent in March-April this year. The Final Olympic and Paralympic Qualification Regatta in Lucerne, Switzerland, added more spots in each event. The Bipartite Invitation added the final spots in each of the five boat class.

Para rowing at the Paralympic Games begins Friday 30 August 2024. It will be raced at the Stade Nautique de Vaires sur Marne.
