The World Rowing Quadrennial Congress is set to commence in Lausanne, Switzerland, bringing together delegates from around the world to shape the future of the sport of Rowing. Held once every four years, this landmark event serves as the primary platform for reviewing and voting on key rules and regulations that govern the sport of Rowing.
The Quadrennial Congress provides a vital forum for Member Federations to express their views and collectively decide on the future direction of the sport. With a focus on innovation, inclusivity, and fair competition, the outcomes of this Congress will influence the trajectory of rowing for the next four years
The agenda for the 2025 Congress is divided into two main parts: the Statutory Agenda (with the proposed changes to the Statutes and Rules of Racing) and the Governance Items.

Upon the main items that will be voted over the next two days:

  • Election of the Chair of the Umpiring Commission, with candidates Angela Alonso Fernandez (ESP) and Kristopher Grudt (USA).
  • Determination of Membership fees and annual subscriptions for the 2025-2028 period.
  • Changes to Rule 13, Men’s and Women’s Events
  • Changes to Rule 25, World Championship Programme
  • Changes to Rule 57, World Rowing Progression System
  • Updates on strategic projects and operational matters.
