Olympic Solidarity

In line with the Olympic Charter  the mission and the role of the International Federations within the Olympic Movement are (as it relates to development):

  • to ensure the development of their sport throughout the world;
  • to contribute to the achievements of the goals set out in the Olympic Charter, in particularly by way of the spread of Olympism and Olympic education
  • to provide technical assistance in the practical implementation of the Olympic Solidarity programmes.

Olympic Solidarity’s aim is to organise assistance for all the National Olympic Committees (NOCs), particularly those with the greatest needs, so that they can develop their own structures to favour the expansion of sport in their country.

This assistance is achieved through multi-faceted programmes priorising athlete development, but also training of coaches and sports administrators, and promoting the Olympic values (Olympic charter, rule 5).

The development and assistance budget approved by the Olympic Solidary Commission for the 2025-2028 plan amounts to USD 650,000,000, corresponding to the share of the broadcast rights from the Olympic Games (Paris 2024 and Milano Cortina 2026) that belongs to the NOCs. Olympic Solidarity redistributes these funds through programmes offered to all NOCs recognised by the IOC.

The delivery of the 2025-2028 plan will be achieved through three main categories of programmes: World Programmes, Continental Programmes and IOC Subsidies for NOCs’ Participation in the Olympic Games and Youth Olympic Games

Available to all NOCs, the World Programmes are split into two development areas and five programme clusters covering specific sports development activities.
